Abstract: | Kenneth Wallace Colegrove was a professor of political science at Northwestern University. He served as editor for the Institute of Fiscal and Political Education in New York and was a member of the editorial board of Amerasia, a review of American and Asian affairs. His research and writings centered on modern governments, politics, and law, particularly Japanese political customs, geopolitics and totalitarianism, international aviation law, and treaty making and world peace. His papers include correspondence, administrative records, research files, published works, and records of legal proceedings before which Colegrove appeared, gave testimony or was mentioned in the testimony of others. |
Kenneth Wallace Colegrove was born in Waukon, Iowa on October 8, 1886, the son of Chauncey Peter and Winifred Della (Mack) Colegrove. He received a diploma from Iowa State Teachers College in 1905 and took his B.A. degree in 1909 from the State University of Iowa and his Ph.D. in 1915 from Harvard University. In 1945 Columbia University awarded him a Litt.D. degree.
Colegrove began his teaching career in 1913 while a student at Harvard; he lectured in history at Mount Holyoke College from 1913 to 1916. In 1916 he accepted an appointment as assistant professor of European history at Syracuse University and in 1919 joined the faculty of Northwestern University as an associate professor of political science. He became a full professor at Northwestern in 1926 and chaired its political science department from 1940 to 1948. Colegrove retired from Northwestern in 1952 and upon retirement the University accorded him emeritus status. Colegrove departed Evanston to serve as professor of political science during the 1953-1954 academic year at Queens College in Flushing, New York. From 1954 to 1958 he was editor-in-chief for the Institute of Fiscal and Political Education in New York City. In 1959 Colegrove accepted an appointment as professor of history at C.W. Post College of Long Island University. He taught in this capacity until 1969. The following year he assumed the duties of senior research associate at the Center for the Study of the Presidency.
In addition to his teaching, Colegrove served from 1936-1943 as a member of the editorial board of "Amerasia", a review of American and Asian affairs later to become controversial, and from 1937 to 1946 as secretary-treasurer of the American Political Science Association. In addition to these posts he was a delegate to the American Council of Learned Societies from 1952 to 1955, an executive council member of the American Society for International Law, and a member of the American Historical Association.
Colegrove's work on the editorial board of "Amerasia" reflected both his scholarly and political convictions. Beginning in late 1942 and continuing into early 1943 Colegrove strongly criticized what he considered to be a leftist bias in articles published in "Amerasia" and threatened to resign from its editorial board unless opposing views were published. A debate ensued between Colegrove, members of the editorial board, and managing editor Philip Jaffe concerning the scholarliness and fairness both of the board and the articles published in the journal. Colegrove finally resigned on May 27, 1943, stating that no attempt had been made to follow his suggestions pertaining to editorial and publication policies.
In 1950 Colegrove, perhaps seeking to disengage himself from previous political associations, defended his earlier membership to "Amerasia"'s editorial board. Stating that, “At the present crisis every teacher or expert who was connected with "Amerasia" owes patriotic duty to the American people to explain his connection to this periodical.” Colegrove categorized the journal's editorial board members according to perceived political sympathies. Through this categorization he distanced himself from leftist or pro-Communist board members.
Colegrove also was active in government and community service. In 1933 he was a member of the U.S. Department of Labor Board of Personnel Examiners. During 1940-1941, he chaired the Evanston chapter of the Committee to Defend America by Aiding the Allies. He was a consultant to the U.S. Office of Strategic Services (O.S.S.) from 1943 to 1945 and in 1946 was a political consultant on Japanese constitutional revision attached to General Douglas MacArthur's headquarters in Tokyo.
Colegrove's research and writings centered on modern governments, politics, and law particularly Japanese political customs and law, geopolitics and totalitarianism, international aviation law, and treaty making and world peace. He authored a number of books including: "American Citizens and Their Government" (1921), "International Control of Aviation" (1930), "Militarism in Japan" (1936), <emph render="italic">The American Senate and World Peace" (1944), "Democracy versus Communism" (1957, co-authored with Hall Bartlett), "The Menace of Communism" (1962). Colegrove also served as editor of the European Economic and Political Survey (1929), associate editor of Modern Age, and as a member of the editorial advisory board of American Opinion. He contributed numerous articles and commentaries to professional journals, magazines, and newspapers.
Colegrove maintained memberships in the University Club of Evanston, the Men's Faculty Club of Columbia University, and Alpha Pi Zeta.
He married Louise Burrows Funkhouser of Evanston on January 5, 1923. The Colegroves had one daughter, Marian Louise (Mrs. John Blankenship). Colegrove's second marriage was to the former Gladys Marie Chadsey St. John (Mrs. Walter St. John). He died in New York City on January 3, 1975 at the age of 68.
The main body of the Kenneth Colegrove Papers were donated to the University Archives by Mrs. Kenneth Colegrove on May 5, 1976 as Accession #76-7.

Because Colegrove collected and saved many of the sources he used for his research, his papers yielded substantial material for other departments in Northwestern's library. Many pamphlets and papers published by various agencies of the U.S. Government were given to Government Documents to dispose of as the librarians thought necessary. An interesting and useful collection of Japanese World War II propaganda booklets is now a part of the holdings of Special Collections.
Duplicates and other extraneous materials were discarded. Publications including government documents not relating to Colegrove were transferred to the Library. Photographs were transferred to the Archives photographic collection. See also the separation sheet following the container list.

This series, a very large collection, is arranged in eight parts. They are contained in 84 boxes and are arranged according to the general, straightforward order in which Colegrove himself had organized them. Only minor changes were required where alphabetical or chronological order had been interrupted.
Colegrove kept his records organized very carefully in alphabetical, chronological and topical order. He separated his research notes according to his major studies.
Colegrove's correspondence generally falls between the years 1917 to 1954.
Part I, Boxes 1-2: Biographical and personal records include a biographical file, limited family and personal correspondence, including that from relatives: Kenneth's father, and Kenneth's brother Paul; J.E. Light and J.L. Mack, whose relationship to Colegrove is not clear. This part also contains his correspondence from a mysterious German woman, Friedel Geibel. There are also family diaries, scrapbooks and miscellaneous personal items.
Part II, Boxes 3-4: General correspondence files are organized alphabetically, by letter only, not by name of individual correspondents contained within each folder. The letters are loosely chronological within the folders.
Part III, Boxes 5-65: This contains Colegrove's professional correspondence and administrative records. The folders are arranged alphabetically according to specific name (of individual person) or title (of organization) and chronologically wherever more than one folder appears for a given heading. This part also includes administrative records for various institutions and organizations, public addresses, articles, book reviews, public discussions, lectures, and published and unpublished manuscripts, arranged much as Colegrove left them.
Part IV, Boxes 64-65: Although Colegrove referred to these materials as “declassified files,” he gave no explanation for the designation and an examination of the correspondence yielded no insight. This correspondence is straightforward and general in nature.
Part V, Boxes 65-80: Colegrove's research files include manuscripts, their rough drafts, revisions, notes, and position papers. There are translations of Japanese manuscripts, and transliterations of articles from.
Japanese newspapers and journals. The folders in these boxes contain research notes on Japan and the Far East, on the Constitution of Japan including the Minobe and Oyama drafts and transliterations, and all of Colegrove's Nippon research. The files on Nippon research cover such topics as militarism in Japan, political parties, the Imperial Diet and its documents, the economic and political situation in Japan and the Far East, and labor relations.
Part V also includes Colegrove's research in geopolitics. The Marburg Papers, in connection with the League to Enforce Peace, contributed to Colegrove's research on world peace, international treaties, diplomacy, and the League of Nations. These research notes, which resulted in his book, "The American Senate and World Peace", also include rough drafts and revisions.
Part VI, Box 81: This contains Colegrove's shorter published works, pamphlets, booklets, articles, and reprints not listed among his major publications (see Separation Sheet for this collection). Because Colegrove published widely and kept no list of all his publications, it is impossible to be certain that everything he published, aside from his books, is contained in this part. These additions to the Kenneth Colegrove Papers fill five and one-half boxes and span the years 1912 through 1953. The additions are arranged in the following five categories: Colegrove's graduate seminar records; personal correspondence and financial records; editorial and administrative files pertaining to the "European Economic and Political Survey" and the International Reference Department of the American University Union, Paris; Japanese constitution research materials; and teaching materials relating to Colegrove's work at the Civil Affairs Training School and at Northwestern University. Colegrove's graduate seminar records include three theses he wrote in 1912: “The Seven Sacraments,” “Lutheran Doctrine,“ and ”Personality in Roman Law;” research notes for a history seminar; and a reprint of his article, “New England Town Mandates” Vol. XXII 1920), based upon his seminar research. A small amount of personal correspondence and financial records include some 1946 letters to Colegrove from his first wife, Louise, as well as personal investment statements dating from the period January-December 1853. Filling more than one box are the records maintained by Colegrove during his editorship of the Survey and as head of the International Reference Department at the American University Union in Paris. They include routine correspondence with ambassadors and diplomatic staff of various European governments and embassies; the research notes and correspondence of Gerda M. Anderson, Colegrove's research assistant; Colegrove's research files on international air control, a topic on which Colegrove Later authored the book, "International Control of Aviation" (1930); notes pertaining to the Red Archives of the Soviet Union; research materials on control of the European press; and financial, administrative, and editorial records relating to the printing and publishing the Survey. The materials concerning Colegrove's work on the Japanese constitution fill nearly two boxes. They supplement materials scattered throughout Parts III, IV, and V in the original series. Generated and used by Colegrove in his capacity as an advisor to General MacArthur in Japan, the Japanese constitution research materials include newspaper clippings; personal correspondence; research progress reports; pertinent government reports and memoranda; a revised copy of the Japanese constitution (1946); and a copy of the "Memoirs of Prince Fumimaro Konoye" (1945), an account of the Prince's experiences during World War II. Also included are field notes taken during a trip to Korea by Colegrove prior to joining MacArthur's staff in Tokyo in June, 1946, as well as a final report on his findings and recommendations concerning Korea and additional research notes and reports on Korea and its relationship with Japan. Colegrove's teaching materials are comprised of notes and related documentation from his work at the Civil Affairs Training School during 1944-1945 and Northwestern University. The Northwestern materials are undated and relate to Colegrove's course on international law, political science C40. They supplement the course materials arranged in the original series.
